QLD Rego Issues Empty

Hi Guys, new to the forum, wondering about a few legality issues. I've seen heaps of bike registered with rear fenders that do not cover the entire back wheel. I have done the same thing on a build of mine and got pulled over and told this was illegal. Now I did look into it and the law does state that the entire rear wheel has to be covered.
Now is there something I'm missing? How do all these other bobber builds get away with it? I'm in QLD if that makes any difference.
